Ebay- Seller lied about item it is broken & NOT because of the post office!!! What 2 do?

I bought a be attracted to clock. It wasnt like they said it was, its broken, & a piece of crap/falling apart. The second hand rightful ticks up & down & doesnt go around the clock, the pendulum doesnt swing, ect.
I paid for it threw pay pals. It was said to be working & no flaws. They are blaming it on the function office, but it was wrapped 100% nice with NO damage to the box inside or out. To break what a broken, the glass face would have up against it too & its fine. So I know IT WAS NOT the post office.
What do I do!!??? How do get get my money back? Do I go threw ebay or pay pals, or both? I have all emails saying the output was fine & all that.
Things that are wrong, wouldnt be caused by the shipping.
The seller wants me to go threw the the post commission to get my money, but I dont think they will give it to me. The box is fine, was double boxed, bubble wraped, & had packing peanuts.
I think this person is exasperating to screw me. I only have 5 days left b4 I cant dispute it, HELP!!! ty
I would rank a complaint with both and do it immediatly. also go to the post office and make them aware of what is going on, so they can be a witness to the fact that it was not damaged in shippment
